Using a photo or some other image create a collage of layers, then play with the blend/composite modes of the layers, make use of the opacity setting to enhance or deminish the effect of the modes, to create the effect you want. Then for good measure throw in an effect or two from your effects/plugins menu. Examles, and short demo can be seen here:
